Portugal’s new Prime Minister Luis Montenegro yesterday announced the Portuguese government’s new immigration action plan.

According to this statement, with the implementation of the new action plan, immigration files will be handled and finalized in a more effective, rigorous and faster manner. We can say that the relevant laws and regulations to implement this action plan are already on the way.

The action plan includes;

*Regarding the conditions of entry into the country,

*On the urgent finalization of over 400,000 pending immigration cases,

*On a fully digitized border control system,

*Regarding the attraction of qualified foreign immigrants and the encouragement of foreign students to study at Portuguese universities;

*regarding the prioritization of family reunification applications,

*Relating to attracting the necessary human/labor resources to the country in line with the country’s needs,

*Restructuring Aima’s mandate and internal organization, strengthening its human and technological resources and making its performance more effective and efficient,

*It includes measures and benchmarks to make integration processes for migrants more effective and robust, and to more effectively and fully integrate foreigners residing in Portugal into the Portuguese public health system.

According to the statement, the Manifestaçao de Interesse regime, which has made Portugal an open door for everyone, will be abolished and replaced by a new regime that will expand the scope of activity and jurisdiction of consulates. In other words, it will no longer be possible for a foreigner entering the country on a Tourist visa to apply for a residence permit by filing a declaration of interest, known as Manifestaçao de Interesse. Instead, applicants will start the visa process at the consulates in their home countries by presenting their employment contracts.

The migration action plan has already been approved by the Council of Ministers.

Although the action plan was announced yesterday, the relevant legal regulations are already in the pipeline and some diplomas have even been sent to the presidency to be published in the official gazette.
